FFL Transfers




NOTICE: If you are having a firearm shipped to MSAR for an FFL transfer, please note that we are extremely backlogged and processing times are taking longer than usual due to COVID-19. Once your firearm arrives at MSAR, please allow 5-7 business days for processing, excluding weekends and holidays. After your firearm has been properly processed into our system, we will contact you advising that your gun is ready. Please do NOT come into the store before you have been contacted by our staff. We appreciate your patience and understanding!


As a licensed FFL Dealer, MSAR is glad to provide both incoming and outgoing FFL transfer services for our customers. We will also facilitate the transfer of regulated firearms between private individuals (private party transfers). To ensure your transfer goes as smoothly and painless as possible, we ask that you please take a few minutes to review our transfer policies, procedures and fees below.


TRANSFER POLICIES: 
  • You must comply with all federal, state and local laws regarding firearm transfer and ownership.
  • All firearms must be Maryland compliant. Maryland compliant handguns must be listed on the Maryland Handgun Roster(or be manufactured prior to 1985).
  • All firearms must be equipped with a MSP-approved lock. If your firearm does not come with a MSP-approved lock, you may provide your own or purchase one from MSAR.
  • MSAR will only accept firearm shipments from licensed FFL dealers. We will NOT accept firearm shipments from any customers or non-licensed individuals.
  • MSAR will only ship firearms to licensed FFL dealers. We will NOT ship firearms to any customers or non-licensed individuals.
  • MSAR will only ship firearms to licensed FFL dealers after receiving a clearly signed copy of their current FFL.
  • MSAR will only provide a copy of our FFL to licensed FFL dealers. We will NOT provide a copy of our FFL to any customers or non-licensed individuals.
  • Magazine Restrictions: Maryland law prohibits MSAR from selling or transferring any high capacity magazines holding over 10 rounds. Any high capacity magazines included with firearm shipments will be forfeited to MSAR. MSAR is not responsible for providing any refunds or compensation for items that cannot legally be transferred to the buyer.
  • Transfer Cancellation: If you are unable to complete the transfer for any reason (i.e. you fail the background check, you purchase a non-Maryland legal firearm, etc.) you are still responsible for all transfer fees and shipping charges to return the firearm back to the seller/shipping dealer. It is your ultimate responsibility to ensure you are in compliance with all federal, state and local laws that apply to the transfer and ownership of firearms.
  • Failure to Transfer/Abandonment: All firearms will be held for 30-days from date of receipt, unless an extended timeframe is approved by MSAR. After 30-days, you will be assessed a $10.00/day storage fee until the firearm is picked up. Any firearm left uncollected (not transferred) after 90-days will be considered abandoned and will become property of MSAR.  
     

INCOMING TRANSFERS:


Incoming Transfer Fees (Per Weapon):

  • Non-Regulated Firearm: $75.00
  • Regulated Firearm: $100.00
  • MSP-Approved Lock (If Applicable): $25.00
  • NFA Items: $200.00 + Registration Fee

Incoming Transfer Process:

Once you have completed your purchase, the seller/shipping Dealer is going to need a copy of our FFL in order to ship the firearm to us. Upon your request, MSAR will email a copy of our FFL to the seller/shipping Dealer via email or by fax. Once the seller/shipping Dealer receives a copy of our FFL, they will then be able to ship the firearm to us. It is your responsibility to make sure the seller/shipping Dealer ships out your firearm in a timely fashion once they have received a copy of our FFL.To request a copy of our FFL, please email Guns@msar.com and include the following information:

· Your name and phone number.
· The seller/shipping Dealer’s name and phone number.
· The seller/shipping Dealer’s email address and/or fax number.
· The make and model of the firearm purchased.
· Any item numbers, auction numbers and/or invoice numbers associated with your order (if applicable).
 
Once your firearm arrives at MSAR, please allow 2-3 business days for processing (excluding weekends and holidays). After your firearm has been properly processed into our system, we will contact you advising that your gun is ready. Please do not come into the store before you have been contacted by our staff, even if the tracking information shows that your firearm has been “delivered”. Delivery confirmation from your shipping carrier does NOT mean your firearm is ready for pickup. Once you have been contacted by our staff, you may come into the store to complete the transfer process and pay any applicable fees and taxes. Only the person whose name appears on the order will be allowed to take possession of the firearm and the transfer will only take place after all applicable requirements (i.e. paperwork, background, etc.) are completed. This may delay your ability to take the firearm with you the same day. Prior to the completion of any firearm-related paperwork and background check initiation, you will need to provide a valid government-issued photo ID. If the address on your ID does not match your residential address, you will be required to provide a second form of government-issued document for verification. Depending on the firearm type, additional licenses/documentation may be required.

 

OUTGOING TRANSFERS:


Outgoing Transfer Fees (Per Weapon):

  • Customer Supplied Non-Regulated Firearm: $50.00 (Shipping & Packing Material Costs Included)
  • Customer Supplied Regulated Firearm: $75.00 (Shipping & Packing Material Costs Included)
  • All newly purchased firearms from MSAR are only charged $35.00 for shipping and packing material costs. 

NOTE: Firearms shipped to Hawaii and Alaska are subject to actual shipping costs and extended delivery periods. NO insurance will be added to shipments unless specified and paid for by the customer. MSAR is not responsible for any damage, loss or theft incurred during shipping.
