Maryland is a “MAY-ISSUE” state, meaning that the issuing authority may issue a Maryland Concealed “Wear and Carry” Permit to an applicant who meets certain statutory requirements (firearms training, background check, etc.). However, there is no guarantee. The issuing authority is only required to issue a Maryland Concealed “Wear and Carry” Permit when he or she finds, based on an investigation, that the applicant has a “good and substantial” reason to wear, carry or transport a handgun, such as being a business owner or employee, or for personal protection.
PLEASE NOTE: We anticipate that the U. S. Supreme Court ruling in "New York State Rifle & Pistol Association Inc. v Bruen" will require the MD State Police to change their "good reason" requirement. We will update our website as more information is received.
