With this Permit, law-abiding citizens may legally carry a concealed handgun in 30+ states. The Utah Concealed
Carry Permit (CFP) currently does NOT allow the permit holder to carry their handgun in Maryland, however it would
allow them to carry in most of Maryland’s surrounding states, plus more. Any U.S. citizen or legal resident (with the
intent to reside in the United States) may obtain a Utah Concealed Firearm Permit (CFP), providing they meet the minimum qualifications. To view the minimum qualifications, please visit the Utah BCI Website:

The Maryland Concealed “Wear and Carry” Permit is available for both residents and non-residents of Maryland,18 years of age or older. With this permit, law-abiding citizens may legally carry a concealed handgun in the state of Maryland. It is very difficult for an average citizen to obtain a Maryland Concealed “Wear and Carry” Permit. Maryland is a “may-issue” state, meaning that the Secretary of the Maryland State Police MAY issue a Maryland Concealed “Wear and Carry” Permit if the applicant meets certain statutory requirements (e.g. firearms training, background check, etc.). However, there is no guarantee. In “may-issue” states like Maryland, the issuing authority is only required to issue a Concealed Carry Permit when he or she finds, based on an investigation, that the applicant has a “good and substantial” reason to wear, carry or transport a handgun, such as being a business owner or employee, or for personal protection.

The D.C. Concealed Carry Permit is available for both residents and non-residents of D.C., 21 years of age or older.
With this Permit, law-abiding citizens may legally carry a concealed handgun in the District of Columbia.
Unlike Maryland, D.C. is a “shall-issue” jurisdiction. In “shall-issue” jurisdictions like D.C., the issuing authority MUST issue a Concealed Carry Permit if the applicant meets the statutory requirements (firearms training, background check, etc.). There is no need for an applicant to demonstrate a “good and substantial” reason to obtain a Concealed Carry Permit in D.C. or Virginia.

The Virginia Concealed Carry Permit is available for both residents and non-residents of Virginia, 21 years
of age or older. With this permit, law-abiding citizens may legally carry a concealed handgun in the
Commonwealth of Virginia, as well as 27 other states.

Unlike Maryland, D.C. and Virginia are both “shall-issue” states/jurisdictions. In “shall-issue” states/jurisdictions like D.C. and Virginia, the issuing authority MUST issue a Concealed Carry Permit if the applicant meets the statutory requirements (firearms training, background check, etc.). There is no need for an applicant to demonstrate a “good and substantial” reason to obtain a Concealed Carry Permit in D.C. or Virginia.
